Entrepreneurial hubs in rural areas could be a game changer. Pair coworking spaces with access to finance, legal help, and training. Let young people know they don’t need to leave their villages to succeed. They can launch global ideas from home—with the right support.

Education exchanges should start in high school. Too often, mobility programs are limited to university students. But younger teens benefit immensely from exposure to new cultures and languages. They return more open, more confident, more ready to contribute.

Let’s bring youth directly into international diplomacy. Why not appoint youth envoys to EU missions, embassies, or regional organizations? Their perspective is fresh, innovative, and absolutely needed in today’s decision-making spaces.

Don’t underestimate informal learning. Workshops, summer schools, theater clubs, activism training—these are spaces where young people find purpose. Let’s invest in them like we invest in formal schooling. Both matter.

We need storytelling platforms that let youth frame their own narratives—not as statistics, but as full human beings. Podcasts, documentaries, public art—these tell the emotional truth behind the numbers. Let’s listen.

To end this segment, I’ll say: youth migration is not just a challenge, it’s a test. A test of whether our societies are ready to be inclusive, forward-looking, and fair. If we fail to respond, we’re not just losing people—we’re losing the future they were meant to shape.

Let’s not forget about the emotional resilience of youth who stay. They endure economic hardship, social pressure, and political instability—not because they lack ambition, but because they love their communities. These young people are the region’s hidden backbone. They need support systems, not sympathy.

One way to encourage that resilience is by celebrating youth-led successes. Let’s have annual national awards—not just for grades, but for impact. Projects, volunteerism, activism, innovation. Recognition can go a long way in showing youth that they are seen, appreciated, and valued.

Migration is often the result of accumulated silence—years of not being heard, not being seen. That’s why platforms like this forum matter. But we need more than forums. We need funding for youth-led podcasts, community radio, open mic nights. Let young people speak—and listen when they do.

Youth budgets must be protected from political cycles. Every time a new government enters, priorities shift and programs are defunded. Youth policy should be above partisan politics. Secure funding, transparent planning, and regular audits should be mandatory.

Inclusion must also mean linguistic diversity. There are many ethnic and linguistic groups in the Western Balkans. Language shouldn’t be a barrier to participation. Let’s translate more youth materials, offer multilingual forums, and embrace the region’s complexity rather than suppress it.

And let’s remember that not all migration is outward. There’s rural-to-urban migration happening rapidly, leaving entire areas depopulated. Targeted rural development is key: better internet, cultural life, transit, and education access. Villages can thrive again if we let them.

One idea is to institutionalize national youth audits every five years. Gather data on access to housing, health, jobs, education, and culture. Publish it. Make it central to national planning. You can’t fix what you don’t measure.

Part of the healing process is public acknowledgment. Our governments should formally recognize the cost of youth migration—not just in economic terms, but in human terms. Let’s start a truth-telling phase, and then build a movement for return.

Urban renewal projects should always include youth voices. Too often, new developments ignore young people's needs—no sports spaces, no music venues, no safe walking areas. Ask them. Involve them. Make every new city project a conversation, not a top-down decision.

Climate anxiety is real. Youth are deeply aware of the ecological crises we face, yet rarely have seats at environmental planning tables. Let’s embed young climate advocates in every municipal committee working on sustainability. The future belongs to them.

One powerful way to reengage youth is through regional service corps. Imagine young people from across the Balkans working together on rebuilding infrastructure, mentoring students, or restoring green spaces. Shared action builds solidarity—and offers alternatives to individual escape.

Public procurement reform might sound technical, but it affects young entrepreneurs directly. Too often, tenders are written in ways that only benefit large, politically connected firms. Let’s democratize access so young creators and service providers can bid and build.

To reduce youth migration, let’s rethink work culture too. Long hours, low pay, and little respect are driving youth away. Flexible jobs, remote opportunities, and dignity at work matter just as much as salary. We need humane workplaces, not just competitive ones.

Let’s also acknowledge that youth don’t want to be passive recipients of aid. They want autonomy. Seed funding, decision-making authority, and long-term trust—these will keep youth engaged far more than one-time grants or symbolic meetings.
