Another angle is zoning and land use reform. In many Balkan cities, there’s land sitting empty due to bureaucracy or private speculation. Meanwhile, youth can't find housing. We should consider direct democratic tools as well. Imagine if youth could vote on local budgets through participatory budgeting processes. Giving them a stake in spending decisions would empower them and teach civic responsibility. Trust grows when people see results from their input.
