Education exchanges should start in high school. Too often, mobility programs are limited to university students. But younger teens benefit immensely from exposure to new cultures and languages. They return more open, more confident, more ready to contribute.

Invite high schoolers, university students, young workers from every part of the country to participate in decision-making simulations, meet politicians, and present local issues.
